Emirates is not an EU/EEA airline, so these rules generally apply to flights departing from the EU/EEA. The route and the operating carrier always decide a specific case.
Emirates is based primarily at Dubai. Which rules apply is always decided by the specific route and the operating carrier, wherever the flight begins.
The table shows routes to Dubai from the bases of the EU/EEA airlines in this guide, in the direction in which EU261 can apply whichever airline operates the flight. The longest is Reykjavík–Dubai at 6,919 km and the shortest is Athens–Dubai at 3,272 km. Distance decides the level set out in Article 7: one of the routes falls at €400 and 20 of the routes fall at €600. The amounts are per passenger and assume the other conditions are met. The routes are distance examples to illustrate the levels. They do not mean that Emirates operates them.
No level is given here for flights in the opposite direction, or for flights connecting Dubai with UK airports; see ‘How EU261 applies to Emirates’ below.
The €400 level applies to one of the routes: Athens–Dubai (3,272 km). The €600 level applies to 20 of the routes, among them Reykjavík–Dubai (6,919 km) and Lisbon–Dubai (6,138 km).

How EU261 applies to Emirates
As a third-country carrier, Emirates flights normally fall within the scope of Regulation (EC) No 261/2004 only where the flight departs from an airport in the EU/EEA (for example Stockholm–Dubai), whereas flights from a third country into the EU/EEA (for example Dubai–Stockholm) are not covered when they are operated by Emirates. The route and the actual operating air carrier decide the matter in each individual case. Emirates publishes its own Regulation 261/2004 notice and directs claims to emirates.com/feedback or customer.affairs@emirates.com.
Frequently asked questions about Emirates flights
Of the 21 example routes in the table from EU/EEA airports to Dubai, one falls at €400 and 20 fall at €600. No level is given here for flights in the opposite direction. The level follows from the flight distance, not from the ticket price, and compensation assumes the other conditions are met.
The longest route in the table above is Reykjavík–Dubai at 6,919 km and the shortest is Athens–Dubai at 3,272 km. Distances are great-circle distances between the airports' coordinates, the same method used when a claim is assessed.
