Norwegian counts as an EU/EEA airline, so these rules can apply both to flights departing the EU/EEA and to flights into the EU/EEA that Norwegian operates. The route and the actual operating carrier always decide a specific case.

How EU261 applies to Norwegian

As an EU/EEA air carrier, Norwegian's flights are normally covered by Regulation (EC) No 261/2004 (EU261) both on departure from the EU/EEA and on arrival in the EU/EEA from a third country, provided Norwegian, or another EU/EEA carrier in the group, such as Norwegian Air Sweden, is the operating air carrier. Whether a given flight is covered always turns on the route and the air carrier actually operating it, not on where the ticket was bought or which company sold it.

Who operates the flight

The airline's own "Flight Operations" page states that the group operates under two operational AOCs: Norwegian Air Shuttle (NAS), based in Norway, and Norwegian Air Sweden. The General Conditions of Carriage name three possible carriers: Norwegian Air Shuttle AOC AS (designator code DY), Norwegian Air Sweden AOC AB (designator code D8) and Norwegian Air Norway AS (designator code DH). A flight sold under the Norwegian brand may therefore be operated by the Swedish group company under code D8 rather than DY.

More about Norwegian

Norway is Norwegian's home country, and the Norwegian Civil Aviation Authority (Luftfartstilsynet) describes how a passenger can take a problem further: you should first complain to the airline, and if that does not resolve it you can take the case to the Transport Complaints Board for aviation (Transportklagenemnda Fly). According to the authority, the board covers airlines flying in, to or from Norway and requires that you have complained to the airline or travel agency first. The authority also says compensation claims must be directed to the airline, and that passengers affected by a cancelled flight are entitled to meals and refreshments in reasonable proportion to the waiting time, but not to meals and refreshments if the ticket is refunded. What applies to you depends on the route and which Norwegian company operated the flight.
