Icelandair counts as an EU/EEA airline, so these rules can apply both to flights departing the EU/EEA and to flights into the EU/EEA that Icelandair operates. The route and the actual operating carrier always decide a specific case.

How EU261 applies to Icelandair

Icelandair is licensed in Iceland, which forms part of the EEA, where Regulation (EC) No 261/2004 applies; as a rule the Regulation therefore applies both to flights departing from the EU/EEA and to flights arriving in the EU/EEA where Icelandair is the operating air carrier. The route and the carrier actually operating the flight nonetheless determine applicability in the individual case, not every flight the airline operates is automatically covered (journeys that both begin and end outside the EU/EEA, for instance, are not, as the airline itself states on its claims page).

More about Icelandair

Icelandair's claims page says that if the airline cannot provide care, you can arrange it yourself and be refunded for reasonable costs. For accommodation the airline states that it refunds the average price of a three-star hotel, and according to Icelandair all expenses must be directly related to the disruption and supported by detailed receipts. If someone other than the passenger submits the claim, Icelandair says the passenger must complete a power-of-attorney document that the representative attaches, and bookings made through an agency or other third party have a separate form. Icelandair states that it can only issue confirmations for flights with registration FI, and that a delay confirmation only proves a delayed or cancelled flight and cannot be used for compensation claims. Icelandair Group describes Keflavik as a 24-hour hub in its network. The Icelandic Transport Authority (Samgöngustofa) says on Ísland.is that you should contact the airline first and that you can turn to the authority if the airline has rejected your claim.
