Qatar Airways is not an EU/EEA airline, so these rules generally apply to flights departing from the EU/EEA. The route and the operating carrier always decide a specific case.
How EU261 applies to Qatar Airways
As a third-country carrier, Qatar Airways is as a rule covered by Regulation (EC) No 261/2004 only on flights departing from an EU/EEA airport, and only where Qatar Airways is the operating air carrier. Flights from a third country to the EU/EEA (Doha–Stockholm, for example) are not covered by EU261 when operated by Qatar Airways. Route and operating air carrier always decide the individual case.
Who operates the flight
According to EASA's TCO list, operations under the "Qatar Airways" and "Qatar Airways Cargo" brands are conducted on the same Qatari AOC (Qatar Airways Group Q.C.S.C.), while Qatar Executive W.L.L., the business-jet operator within the same group, holds a separate AOC of its own. On codeshare tickets marketed under QR, responsibility under EU261 rests, as always, with the operating air carrier that actually performs the flight.
